
Top row of blocks is not poured yet. Blocks are angle cut for roof pitch. I wasn't sure if I should add anchors to poured concrete fill and set a sill plate or add straps to concrete to tie joists to concrete fill.
When you say the that last row of blocks is not poured yet, I am not sure if you mean that this is a poured foundation that you are going to install one row of blocks over or if this is an actual block foundation and you will lay the final row of angled blocks on top.
I think that you are on the right track here. First of all, it may well depend on how the building department will accept the way you are going to do this. Typically building inspectors want to see plans that show the way you plan to do every aspect of the job and then if they approve the plans, you are good to go. However, you need to stick with the way you planned it in the first place, unless you come up with a different way and get that approved.
I do believe you should set a sill plate just like you would for a poured or block basement foundation and either add the straps to hold down the sill or use foundation bolts in accordance with the local building code. These will fasten the sill to the block or poured wall. The joists could then be attached using solid blocking nailed down to the sill and then the joists nailed into the blocks. This will make the whole construction very sturdy.
Below is a drawing of what I am trying to explain to you. In this drawing I am using foundation bolts and a poured foundation, but you can still do the same thing if it is a block foundation and if you use the straps to hold down the sill instead.
We have used this method often with much success, but again it will depend on your local building code and approval of the building department. So if they say it is OK, then you are good to go.
