I have dull and boring white laminate countertops in my bathroom. I have a small budget, around $100. Does anyone have an idea how I can change the color easily? Is there a special paint you can buy or can you easily lay new laminate down?

You raise a good question. I have found that over time many people want to have their countertops look new again but can't afford the cost to change them out. Painting over them is a solution, but you need how to do the project the right way. Best of all, you can do it yourself.
Some things to keep in mind are:
1. You will need to clean and prep the top
2. The top will need apply a good bonding primer
3. You will need to choose a good paint, never go cheap
4. Make sure to keep the surface free from dust when painting
5. You will need to apply 2-3 thin coats of paint
6. Follow up by sealing the top with a water base finish
